11.0 Founder Of The Society - A Profile

Born on 8th April, 1949 in an historic village Bhungarni, District Hoshiarpur (Punjab), Dr. A.S. Balgir finished elementary school education from his native village Govt. Primary School, Bhungarni, completed his middle standard and matriculation from nearby village Public High School, Panshta-Narur, Distt. Kapurthala, Punjab in 1955 both times with merit scholarships. Studied at D.A.V. College, Jallandhar (1966-68), graduated in B.Tech. in metallurgical engineering from PEC Chandigarh, Deemed to be University, (formerly Punjab Engineering College, Chandigarh) in 1972; M.B.A. from Punjab Agricultural University, Ludhiana (Punjab) in 1979 and was awarded Ph.D. in Management (Faculty of Management Studies) from University of Delhi in 1992.



He has been a qualified lead assessor in quality management systems (M/s Kennedy & Donkin Engg. Ltd.,U.K.), environment management systems (M/s DNV, Norway), organization health & safety management systems (M/s SEQM Ltd.,U.K.), NABL assessor for laboratory quality management systems (NITS,BIS, India) as well as Quality Council of India, New Delhi approved ZED master trainer & assessor.


Selected through U.P.S.C. in 1976 for Group-A, class-I gazetted post, Dr. Balgir served Indian Ordnance Factories under Department of Defence Production, Ministry of Defence, Govt. of India for 32 years and posted at Ord. Fy. Board HQ, Metal & Steel Fy., Ishapore (WB), Ord. Fy. Kanpur, National Academy of Defence Production, Ambajhari (Nagpur), Ord. Fy. Muradnagar (UP), Ord. Cable Fy. Chandigarh, Ord. Fys. Institute of Learning Dehradun, Ord. Fy. Katni (MP) and Machine Tool Prototype Fy. Ambarnath (Maharashtra). He superannuated from senior administrative grade as Additional General Manger in April, 2009. As HRD manager, he nurtured training institutes like National Academy of Defence Production, Nagpur; Factory Training Institute, Ordnance Cable Factory, Chandigarh, Ordance Factories Institute of Learning, Dehradun.


As management representative, he strengthened ISO and NABL movement in different Ordnance Factories especially Ordnance Cable Factory, Chandigarh, Ordnance Factory, Katni (MP), Machine Tool Prototype Factory, Ambarnath (Maharashtra) and established national & international records in quality and production while in government and private service. He was pioneer in implementing the concept of Zero level defect on sensitive defence items in Ordnance Factory, Muradnagar (UP) & Ordnance Cable Factory, Chandigarh. Justice B. N. Krishna, Chairman and his team complemented MPF Ambernath, his last ordnance factory of service as a role model factory for the country to emulate its procedures and practices in Central 6th Pay Commission report 2008, submitted to Govt. of India.



Dr. Balgir had been associated with social activities since his childhood. During his PEC days he took keen interest in running Adults Night School (1968- 1972) for the most underprivileged mess boys. During Bangladesh liberation movement in 1971, he collected significant funds for Bangladesh refugees. On 14th Aug. 1992, he founded People's Development Centre. He was founder member of Sarva Dharma Maitri Sangh, Katni (M.P.), an inter-religious body which had been serving the cause of leprosy patients since 1999. In August, 2018 he donated as relief measure, Rs. 50,000/- to a flood victim of village Koipuram, Kerala whose family was severely affected. In Jan., 2019 he visited Chengannur, Kerala to meet flood victims for 3 days to see things himself.



He won national and international awards on quality, steel production and social service. His publications has appeared in reputed journals like Indian Management, Lok Udyog, Integrated Management which have been cited by prominent management authors. He represented Indian Ordnance Factories for 7 years and formulated 7 standards for Bureau of Indian Standards. He attended national and international conferences and presented paper in World Congress on Total Quality in 1977. The proceedings of the conference has been published by Tata McGraw Hill in a book entitled "Transforming Role of Quality in a Turbulent World" in 1977 He has written Foreword to the book "Philosophy of Life- Connecting Dots" published by Penguin, India in 2017.



He was promoter & advisor of Kanchanjanga Trekkers Club (Regd.) Muradnagar (U.P.) which scaled Khardung-La Pass, Ladakh, Himalyas, J&K (World's highest motorable road M.S.L. 18,384 ft.) on bicycles. The event is mentioned in Limca Book of Records, edition 1994. He was declared outstanding engineering personality by The Institution of Engineers (India) in 2016. He is life fellow of The Institution of Engineers (India), Indian Institute of Metals (Kolkata), All India Management Association, New Delhi and FMS Alumni Association, Delhi.



He visited CIS (formerly USSR) in 1989 and UK in 2017. Dr. Balgir has been empanelled as N.A.B.L. and BIS assessor and has assessed 75 units all over the country. At present, he is engaged in professional activities such as HRD, visiting faculty, consultancy and writing of management books. The proceeds of his earnings go to further the cause of People's Development Centre.
